The Khadya Sathi Scheme, launched by the Government of West Bengal on 27 January 2016, stands as a testament to the state’s commitment to ensuring food security for its residents. Spearheaded by Chief Minister Mamata Banerjee, this initiative aims to provide subsidized food grains to nearly 90% of the state’s population, ensuring that no individual is deprived of their basic right to food.

OBJECTIVES OF THE KHADYA SATHI SCHEME:

  • Ensure Food Security: Provide subsidised rice and wheat to eligible households, contributing to food security among Below Poverty Line (BPL) and Economically Weaker Section (EWS) families.
  • Streamline Distribution: Facilitate seamless distribution of food grains through biometric authentication and e-Ration Card/QR-code scanning at Fair Price Shops (FPS).
  • Digitalisation of Ration Cards: Replace physical ration cards with a digital card (Khadya Sathi Digital Card), which can be accessed via a smartphone or a printed copy, reducing administrative bottlenecks and preventing misuse.
  • Universal Coverage of Ration Cardholders: Encompass all existing ration cardholders—Antyodaya Anna Yojana (AAY), Priority Household (PHH), Rajya Khadya Suraksha Yojana-I (RKSY-I), and Rajya Khadya Suraksha Yojana-II (RKSY-II).

BENEFITS OF THE KHADYA SATHI SCHEME:

  • Low-Cost Food Grains: Rice and wheat at ₹2 per kg for eligible families.
  • Digital Ration Card: e-Ration Cards accepted via mobile or plain paper printouts.
  • Category-Wise Allotment:
    • AAY: 21 kg rice + 14 kg wheat per family/month
    • PHH/SPHH: 3 kg rice + 2 kg wheat per person/month
    • RKSY-I: 5 kg rice per person/month
    • RKSY-II: 2 kg rice per person/month
  • Efficient Distribution: Aadhaar or QR code scanning ensures smooth and transparent delivery.

ELIGIBILITY CRITERIA OF KHADYA SATHI SCHEME:

To apply under the Khadya Sathi Scheme, an applicant must satisfy the following conditions:

  • Resident of West Bengal: The beneficiary must be a permanent resident of West Bengal.
  • Valid Ration Card: The applicant must possess any one of the following ration cards:
    • Antyodaya Anna Yojana (AAY) Card
    • Priority Household (PHH) Ration Card
    • Rajya Khadya Suraksha Yojana-I (RKSY-I) Card
    • Rajya Khadya Suraksha Yojana-II (RKSY-II) Card
  • Income Criteria: The applicant’s family should fall under the BPL (Below Poverty Line) or EWS (Economically Weaker Section) category.
  • Non-Government Employee: Government employees are not eligible for free food grain allocation under this scheme.
  • No Recent Expiry: If a beneficiary’s ration card has expired, they must renew the ration card before applying under the Khadya Sathi Scheme.

DOCUMENTS REQUIRED FOR KHADYA SATHI SCHEME:

Applicants need to provide the following documents during application:

  • Aadhaar Card – For self and all family members
  • Voter ID – For self and all family members
  • Proof of Address – Electricity bill, telephone bill, or any government-issued proof showing West Bengal residence
  • Existing Ration Card – Original and photocopy
  • Income Certificate – Optional (if applying under EWS/BPL category)
  • Birth Certificate – For children under 5 years
  • Recent Passport-sized Photograph – Preferably in colour

Note: All copies must be self-attested. Originals may be checked during verification.

HOW TO APPLY FOR THE KHADYA SATHI SCHEME:

Eligible residents of West Bengal can apply through Offline or Online methods:

1. Offline Application:

  • Collect Form: Visit your nearest Fair Price Shop (FPS) and ask for the Khadya Sathi application form.
  • Fill Details: Complete the form in BLOCK LETTERS with all family information and ration card type (AAY, PHH, RKSY-I/II).
  • Attach Documents: Include self-attested copies of Aadhaar, Voter ID, Address Proof, Ration Card, Birth Certificate (for children), and photo.
  • Submit at FPS: Hand over the form to the FPS official and get an acknowledgment.
  • Verification: Food & Supplies Department officials will verify the details.
  • Get Digital Ration Card: After approval, download your e-Ration Card or collect a print from the FPS.

2. Online Application:

  • Visit Website: Go to food.wb.gov.in and click on “New Applicant” under the Khadya Sathi section.
  • Mobile OTP Verification: Enter your number, verify with OTP.
  • Fill Online Form: Provide applicant details, family info, Aadhaar, voter IDs, and address.
  • Upload Documents: Submit scanned copies of all required documents.
  • Submit & Confirm: Review and submit. You’ll get a reference number—save it.
  • Track & Collect: Once approved, download the e-Ration Card via SMS link or collect from your FPS.

CHECK STATUS OF RATION CARD APPLICATION:

After submitting your application (offline or online), you can track its status as follows:

  • Via SMS: After successful submission, the Department sends periodic SMS updates regarding verification and approval.

TYPES OF KHADYA SATHI FORMS:

The Government of West Bengal has introduced several forms under the Khadya Sathi Scheme to address various requirements of beneficiaries. The most commonly used forms are:

  • Form 3U: Application for Name Modification in the Ration Card.
  • Form 4R: Application to Add a Family Member’s Name to the Ration Card.
  • Form 5R: Application for Address Change or Correction.
  • Form 6R: Application to Change Fair Price Shop (FPS).
  • Form 7: Surrender of Ration Card (e.g., in case of migration).
  • Form 8: Application to Convert RKSY-II Cards to RKSY-I.
  • Form 12: Application for Unblocking of Ration Card (in scenarios of Aadhaar-related discrepancies).
